The attack on Nafez Mansour, as he was walking through Rafah refugee camp near the Hamas-controlled territory's border with Egypt, coincided with Egyptian efforts to broker a ceasefire between Palestinian militants and Israel.
Asked about the incident, the Israeli military said it had carried out an air strike in the southern Gaza Strip.
