Jerusalem - New York-based Human Rights Watch said yesterday Israel would legalise a war crime if it enacts a proposed law to indefinitely jail two Lebanese guerrillas. Final approval of the Bill, which received preliminary approval by a vote of 22-6 on Wednesday, would quash legal action to free Mustapha Dirani of the Amal movement and Sheikh Abdel Karim Obeid of Hizbullah.

Israel kidnapped both men as bargaining chips for Ron Arad, an Israeli airman missing in Lebanon since 1986.
