The director of the Northern Ireland Human Rights Bureau, Mr Vincent McKenna, has claimed that the IRA is planning to kill three drug-dealers in Belfast and Newry. According to Mr McKenna, the bureau has on several occasions alerted the public about IRA killings, including those of Mr Brendan Fagan and Mr Paul Downey in Newry and that of Mr Charles Bennett in north Belfast.
