THE Independent Commission for Police Complaints (ICPC) supervises investigations, carried out by the RUC, into serious complaints against any police officer.

It has nine members, employs 18 staff and has a budget of about £850,000. It dealt with some 2,500 complaints last year and supervised investigations into 400 of these.

The ICPC chairman is Mr Paul Donnelly, who is head of the school of social work at Kingston University, London.

The conclusion of the investigation into Mr Hamill's death will not be known for at least two months.
