EDINBURGH - The senior police officer who issued a gun licence to the mass murderer, Thomas Hamilton, just one month before the Dunblane massacre admitted last night that the only way to make controls mistake proof was to ban guns completely.

Close to tears, Mr Douglas McMurdo (55), former depute chief constable of Central Scotland police said: "I think we could ban them before suffering another tragedy like this."
