Training courses or employment schemes should not be used as a threat when the eligibility of people signing on the live register is being considered, according to the Irish National Organisation of the Unemployed. The group was reacting to a statement yesterday by the Minister for Finance who said the Government might consider restricting benefits to people who refuse to take up offers of places on schemes.
