NEW DELHI - India's week old government proposed reviving high level talks with Pakistan yesterday saying there was a historic opportunity to pull down barriers dividing the long time foes.

Mr Deve Gowda, who assumed power on June 1st and is expected to win a vote of confidence this week, was responding to a letter last week from the Pakistani Prime Minister, Ms Benazir Bhutto, who appealed for bilateral peace talks.
