London - The Conservative Party leader, Mr William Hague, returned to work yesterday, promising to speed up adoption of children with new laws if the Labour government failed to do so.

He also said his party's "Children First" policies would strip local authorities of the power to run children's homes, ceding control to charities and church organisations. Labour officials said his adoption plan sounded uncannily similar to one put forward by Mr Tony Blair last month.
