LONDON - A judge yesterday decided the British government was to blame for the deaths of a group of people who contracted the human form of mad cow disease after being treated with growth hormone from corpses.

The test ruling by Mr Justice Morland will inevitably result in the government having to pay out damages to a number of bereaved families.
