WASHINGTON - President Bill Clinton announced yesterday that after much agonising he has decided to sign a welfare reform bill ending a 60 year old federal guarantee to aid all the country's poor people.
The US House of Representatives then approved the measure in a 328-101 vote. The Senate is also expected to approve the plan.
