A new Criminal Justice (Mental Disorder) Bill, 1996, published yesterday by the Fianna Fail spokesman on Justice, Mr O'Donoghue, would provide a statutory basis for the defence of insanity in criminal trials. The Bill, to be debated in Private Members' time in the Dail, provides for recognition of the defence of diminished responsibility in murder cases.
