The decision to give the Minister of State, Mr Frank Fahey, wider responsibilities for childcare services has been welcomed by the Resident Managers' Association, which represents the managers of children's homes.

The Government had originally abandoned the previous government's practice of appointing one Minister of State to deal with child-care issues at the Departments of Health, Justice and Education. Mr Fahey was Minister of State for Health only.
