Paris - The suspected chief of the Basque separatist group, ETA, was refusing to answer questions during interviews with French anti-terrorist police, investigators said yesterday. Mr Ignacio Gracia Arregui, believed to be the leader of ETA, was captured on Friday.

Meanwhile Spanish police arrested four members of a right-wing group accused of planning attacks on relatives of suspected ETA members, state TV reported.
