Plymouth - A woman who abandoned her baby son in council offices in Plymouth city centre before Christmas was yesterday being cared for by social workers after being found wandering the streets of a south Devon town. The two-month-old boy, nicknamed Noel by police officers, spent his first Christmas with a foster family where he is expected to remain while social workers assess the case.
