THE Government was the first administration to turn the tide of crime since it reached crisis levels in recent years, the Democratic Left leader and Minister for Social Welfare, Mr De Rossa, claimed yesterday.

The level of indictable crime reported in 1996 showed a decline on the previous year, the first time this had happened since 1989, he said in Cork.
