BRUSSELS - The European Court of Human Rights will deliver a ruling today in a test case which could pave the way for a cut in the 15 year sentences recommended by Mr Michael Howard, the British Home Secretary, for the murderers of Jamie Bulger (3) and trigger reviews of the sentences of hundreds of other youngsters detained "at her Majesty's pleasure".
