LIVERPOOL - A Conservative councillor who raped and indecently assaulted a 17 year old girl and indecently assaulted her friend was jailed for 5 1/2 years yesterday. Michael Howden (56), who represents Wallasey on Wirral Borough Council, clung to the rail of the dock at Liverpool Crown Court as he was sentenced.
