The Irish Council of People with Disabilities has called for special funding to put an end to the "horrendous conditions" at St Ita's psychiatric hospital in Portrane, Co Dublin. In a pre-budget submission, the council also calls on the Government to provide for extra places in day care, residential care and training courses for the disabled.
