A CALL for property tax or its replacement to be paid direct to local authorities in whose area it is collected is made in a 14 point financial package drawn up by Dublin Corporation.
The plan calls for wide ranging changes in the way local services are paid for, seeks a significant portion of lottery monies collected in the city and asks for compensation for a variety of State services provided.
The report, which includes a review of local government systems and finance in 13 countries, will be considered at a meeting of the Dail Finance Committee on Thursday.
Drawn up by corporation finance officer, Mr Michael Redmond, the report to the Minister for the Environment, Mr Howlin, seeks "new flexible sources of finance".
In addition to paying property tax to the councils where it is collected, the plan says that a similar deal on car tax should also be considered.
