DUSSELDORF - Confusion reigned at Dusseldorfs ruined air terminal yesterday as passengers stumbled around Germany's second-largest airport searching for makeshift check-in desks and arrival areas. One week after a sudden blaze that killed 16 people, airport officials were using two huge beer festival tents, an aircraft hangar and a freight terminal far from the closed main hall to try to keep a skeleton service going.
