Clinton to flesh out his ideas

WASHINGTON - In his State of the Union speech tomorrow, President Bill Clinton will draw a map to the "land of new promise" that he spoke of grandly at his second inaugural. Aides say it will include many specifics, but no startling new twists or turns.
