Paris - President Jacques Chirac of France arrived in the Vietnamese capital Hanoi yesterday for an official visit prior to the sumptuous upgrading of a Paris-sponsored international political, economic and cultural body which intends to rival some of the work of the UN and Commonwealth.
Forty-nine French-speaking states or countries where French is a second language will take part in the Francophone three-day summit which starts tomorrow.
