PARIS - President Jacques Chirac of France caused a diplomatic row with Israel yesterday over a disputed Palestinian headquarters in East Jerusalem, two days before he begins a visit to the Middle East.

A presidential spokeswoman said the French Foreign Minister, Mr Herve de Charette, would not accompany Mr Chirac to Israel next week as planned and in his place a junior minister would visit the PLO headquarters.
