OTTAWA - Canada's government has decided to intervene in a court case over whether Quebec has the right to secede unilaterally, the Justice Minister, Mr Allan Rock, said yesterday. Ottawa will contest the assertion that the Canadian constitution and courts have no bearing on Quebec separation.
