Burger sentences `unlawful'

LONDON - The two young killers of toddler James Bulger should never have been given minimum 15 year periods of detention by the British Home Secretary, Mr Michael Howard, a barrister said in the High Court yesterday. Mr Howard unlawfully inflicted a policy of punishment developed for adults, judges were told.
