ZAGREB - The Croatian Democratic Union (HDZ) has said it would not take part in Bosnia's municipal elections at the weekend, the Croatian state news agency, Hina, reported. The party leadership has called on its members, sympathisers and Croatian people not to take part in the vote, because conditions for a "free, democratic and fair election" had not been met, Hina said. In Strasbourg, the Council of Europe said yesterday its Parliamentary Assembly would send a team of observers to the elections.
