LONDON - The British government, bowing to pressure from all political parties, promised yesterday to oppose any changes by the BBC that would undermine its World Service radio.

MPs queued up during a parliamentary debate to express concern at organisational changes proposed by the BBC director-general, Mr John Birt, that would separate the commissioning of programmes from their production.
