A Progressive Democrat councillor in Dublin, Ms Cait Keane, has called on the Government to ban the use of mobile phones while people are driving.
"No driver, with the steering wheel in one hand and a mobile phone in the other, is paying full attention to the road ahead," said Ms Keane. "Such a scenario is a recipe for accident and death," she said.
