London - Britain's small arms and ammunition exports are still ending up in the wrong hands, despite a government pledge not to sell weapons to countries with poor human right records, an Oxfam report has said.

"It would seem . . . that the UK's licensing of small arms exports to sensitive countries has not changed significantly since the general election of May 1997," the report said.
