PARIS - President Liamine Zeroual of Algeria yesterday announced that a referendum to change the constitution to ban political parties based on religion, and confirm Islam as Algeria's state religion, would be held on November 28th.

The move to ban the use of religion as a political weapon had long been expected after nearly five years of conflict between security forces and Muslim fundamentalists in which at least 50,000 people have died.
