PARIS - The US and France have agreed that Mr Carlos Westendorp, Spain's ambassador to the United Nations, should be the next international envoy to Bosnia, diplomatic sources said yesterday. The US Secretary of State, Ms Madeleine Albright, after talks with her French counterpart, acknowledged agreement on the issue but refused to identify the individual. However, diplomatic sources said, "Westendorp is right."
