Lome - OAU leaders have approved legal texts for the creation of an African Union, keeping faith with a 1999 pledge they made at the conclusion of their annual meeting at the home town of the Libyan leader, Col Moammar Gadafy.
But the fine print of the agreement, approved on the second day of the annual Organisation of African Unity summit in the West African state on Tuesday, points to a longer timetable.
