GENEVA - Rwandan authorities detained 5,460 refugees returning to their homeland between November 15th and the end of last year in connection with the 1994 genocide in Rwanda, UN human rights observers reported yesterday.

The observers also gave details of seven deaths in five incidents between December 20th-26th in south-eastern Kibungo prefecture.
