London - Pubs and clubs could be open round the clock under proposals released yesterday for a shake-up of Britain's licensing laws. A report published by a government task force - the Better Regulations Task Force - called time on the "humbug" that surrounded the opening hours of licensed premises in England and Wales and recommended greater flexibility in city centres.
