LONDON - Thirteen African countries are suffering food emergencies despite bumper harvests and better aid supplies, the United Nations FAO announced yesterday. Civil war, displacement of rural populations and economic sanctions were blamed for pockets of famine developing in Liberia, a worsening situation in Burundi and precarious supplies in Somalia.
