ONE man who was toasting Ken's budget was Vinson Gulliver, Britain's oldest man, who yesterday celebrated his 109th birthday with a mixture of whisky (now 26p a bottle cheaper due to the success of the Scotch lobby) and orange juice. He is unlikely to be troubled by the increased excise on so-called "alcopops". The question now is whether Ruairi will follow Ken and tax this growth industry to raise money and look responsible.
