THE British Chancellor of the Exchequer, Mr Kenneth Clarke, is likely to cut income taxes by £3 billion sterling in his Budget next month, according to an analysis by economists published yesterday. The predictions are made in "The Green Budget", produced by the Institute for Fiscal Studies in collaboration with the investment bank Goldman Sachs.
