BRITAIN is to open up its international telecoms market to full competition in July, and has invited companies to apply for licenses to offer international telephone services from Britain on their own networks, it was announced yesterday.

British Telecom, the dominant telephone operator in Britain and its main rival, Mercury Communications, a unit of Cable and Wireless, currently hold a duopoly as the only two organisations licensed to operate international telecoms networks.
