The recommendation of the Commission on the Newspaper Industry that VAT on newspapers be ended is not possible under European law.cent from the current 12.5 per cent.

The Department of Finance confirmed yesterday that VAT on papers could only be reduced to 5 per cent, but this would cost the exchequer Pounds 13 million a year. British newspapers are zero rated for VAT, but this level predates the introduction of the relevant European legislation.
