The call from ISME that the Government should introduce a mortgage interest surcharge for new borrowers was dismissed by the Irish Home Builders Association yesterday. It said that the IHBA totally rejected the ISME proposal that a first time buyer should be discriminated against. ISME has proposed that the surcharge be coupled with a cut in interest rates.
