The taxation system should be used to encourage entrepreneurs and stimulate employment, the Consultative Committee of Accountancy Bodies has stated in its pre-Budget submission. "It is no longer possible for employment prospects to be created in isolation by grant-aided programmes," the committee says. It recommends that the Corporation Tax lower rate ceiling be increased from £50,000 to £100,000 in conjunction with a staged reduction in the standard and lower rates.
