The Independent Radio and Television Commissioner (IRTC) has sought security for costs from unsuccessful Dublin radio licence applicant, Pulse FM, prior to the hearing of a judicial review in the High Court.

Mr Denis O'Brien, who is associated with Spin FM, the consortium which won the licence, has also applied to the courts for a lodgement of costs.
