Microsoft has said it will not provide an upgrade version of Windows 7 in Europe when it goes on sale on October 22nd due to European Commission restrictions on the inclusion of Internet Explorer 8. It will instead charge European customers the upgrade price for a full version.

Across the globe, Microsoft will offer discount pricing to encourage people to upgrade quickly. In Ireland, the Home Premium version will cost €49 and the Professional version will initially be €99.
