A banks' charter for personal customers, issued by the Irish Bankers' Federation yesterday, will be used by the Ombudsman for the Credit Institutions in adjudicating on complaints. The charter, which comes into force next Monday, will apply to all the major banks, covering such issues as confidentiality, borrowing, data protection and fees and charges.
