The British government yesterday cleared the way for the biggest shake-up in years in commercial television in the UK by giving the green light to the proposed merger between Carlton Communications and United News & Media.

Mr Stephen Byers, the UK trade and industry secretary, also approved a possible takeover bid by arch-rival Granada Media for either Carlton or United, raising the prospect of a bidding war and the creation of a duopoly in the ITV network.
